The latest Windows 11 preview build introduced an updated notification center button. The bell-shaped button is now fixed in the bottom-right corner and no longer features a notification counter.

Windows Action Center keeps a stack of all notifications that arrive from different applications. When an application sends out a notification, it is displayed for 5 seconds, and then it disappears.
